Hertfordshire’s offender rehabilitation charity, HACRO, is seeking a new Treasurer to join the board of trustees. You will be ensuring the financial strength of an organisation that helps ex-offenders and those at risk of offending in Hertfordshire get the opportunity to lead full work and family lives in the community. We do this through programmes that build capability and confidence, delivered with respect and integrity. Like us you will believe in second chances.

- Oversee the financial affairs of the organisation and ensure they are legal, constitutional and within accepted accounting practice and within our reserves policy.
- Oversee board reports and board-level financial reporting on the financial health of the organisation, advising on key financial decisions. You will also check and approve budgets and forecasts, including estimates required for bids. And you will oversee the production of an annual budget and propose its adoption.
- Protect and maintain the solvency of HACRO and of its programmes; Ensure proper records are kept and that internal controls and effective financial procedures are in place in line with the Charities Commission guidance. Review efficacy of control procedures annually. Oversee the production of necessary financial reports/returns, accounts and audits, including filing of the approved Annual Accounts and Annual Report with the Charities Commission and any tax returns; Contribute actively to the broader role of the Board in giving firm strategic direction to HACRO, setting overall policy, defining goals, setting targets and evaluating performance against agreed targets. Oversight of banking process and relationships. Lead on appointing and liaising with auditors/an independent examiner.
You will oversee and assure finance duties of the General Manager and Finance Officer, including, for example;
- Oversee the petty cash system, review records occasionally, occasionally approve petty cash claims Oversee reconciliations/ oversee regular reconciliations by the finance administrator, understand mechanisms for programme payments, ensure payments systems are functioning well and HACRO systems are demonstrably efficient and accurate. Oversee payments to creditors as appropriate and arrange appropriate signatures on payments. Check procedures relating to cash book and reconciliations, approve HACRO’s GiftAid return and procedures. Ensure payroll and pensions payments are made on time and accurately.
You will check and advise Board of any risks identified in current status of Restricted, Designated & General funds.

Who we are looking for:
- Knowledge of bookkeeping and financial management. Good financial analysis skills. Ability to communicate clearly. Knowledge and, ideally, experience of current and fundraising finance practice relevant to voluntary and community organisations. Support for HACRO’s charitable aims and objectives.
